ARC seeks an experienced and collaborative facilitator to manage Federal grants and develop, then implement, an integrated technical assistance initiative aimed at providing applicants, grantees, States, partners, communities, and other stakeholders relevant information related to developing strategic investments. This role will also have oversight of strategic initiatives in the Region.
This position will also oversee a grant portfolio, ushering projects through the grant cycle's pre- and post-award phases. Pre-award activities include providing technical support for the development, review, and processing of funding applications. The role identifies proposal deficiencies and works with applicants to resolve them. Additionally, this position prepares approval memos and project announcements before sending them forward for management's approval. Post-award activities include checking in with recipients to ensure performance progress and sound grant management procedures. The incumbent processes payment requests and closes out awards upon completion and prepares for and assists with audits of project records and properly maintains physical and electronic project files. Additionally, this position works with states on required annual and four-year plans to ensure alignment with ARC investment priorities.
Experience with federal grants management processes and techniques consistent with sound business and industry practices including the ability to monitor, evaluate, and administer assigned grants and initiatives and develop specialized agreements for grants
Proven experience in economic development, with an emphasis on workforce development and employer and industry relations, as well as an appreciation for barriers in rural areas and an ability to creatively pursue feasible solutions
Experience developing and delivering a strategic technical assistance program related to federal grants to a variety of methods to various audiences and stakeholders, consistent with best practices and relevant guidance
Ability to plan, facilitate, and engage diverse groups and individuals, including federal, state, and local partners, resulting in the ability to advance goals in a consultative, innovative, and collaborative manner
Experience managing initiatives and programs in multi-faceted environments by applying strong project management skills
Excellent writing skills, including developing multi-faceted Requests for Proposals (RFP) and presentations

Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work
Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required
Ability to travel (up to 25%) as conditions are determined given COVID-19
